1) Negative Stakeholders on Large-scale Public Systems
Recently, I've been working on large-scale systems that interact with the general public. In doing so, I've identified an interesting group of stakeholders, based around the concept of negative stakeholders. Negative stakeholders are parties who want to damage the system - usually thought of in terms of saboteurs, hackers or terrorists, whose actions would have a high impact on the system, but with a low probability. We've come across some recurring problems during interventions in large systems programmes. These programmes often run for years, are documentation-heavy and find it difficult to deliver to time, or indeed, at all.
